ISA Delegate Logistics


The First Assembly of the International Solar Alliance (ISA) will take place from 2 – 5 October 2018 at Delhi-NCR, India. The 4-day Assembly will include the Inauguration Ceremony, followed by the Assembly and Technical Sessions. It will be jointly organised by the ISA, the Ministry of New and Renewable Energy (MNRE) and Ministry of External Affairs (MEA) of the Government of India, and the Confederation of Indian Industry (CII). It will coincide with the 2nd Global RE-INVEST, Renewable Energy Investors’ Meet & Expo.


Attire & Language


Business attire is recommended. English will be the working language for the Meetings.


Interpretation


Simultaneous interpretation for Arabic, Chinese, English, French, Russian, Spanish and Hindi will be provided during the Assembly.


Registration


LAST DATE: 25 SEPTEMBER 2018
Invitations have been extended to Hon’ble Ministers of all 121 ISA Prospective Member Countries, with a request to participate in the Assembly and 2nd Global RE-INVEST Conference & Expo.

ISA Partner Countries, Partner Organisations, United Nations dignitaries, Presidents of Multilateral Development Banks, global funds, international financial institutions, leaders from energy-related institutions, corporate sector, and civil society are invited to attend the Assembly as Observers.

All ISA Delegates are required to fill in the online Registration Form and submit the completed form including scans of photo, passport, and where applicable, Credentials Form / Accreditation Form to the ISA Organising Committee by 25 September 2018. Form submissions that are missing information such as clear coloured passport copies and pictures will not be processed. For more information, please write to:

After 25 September, changes necessitated to existing registrations only will be possible through the ISA Secretariat. Delegations are urged to ensure that such requests are limited to the absolute minimum, only for unavoidable last-minute changes in the delegation composition.

ISA Member Country Credentials


Credentials of each representative and names of persons constituting the Member’s Delegation should be submitted to the Secretariat at least 7 days in advance of the Assembly. The credentials should be issued by the competent authority of the Member (Rule 36, Provisional Rules of Procedure of the Assembly).

Original hard copies of credentials need to be submitted at the Credentials Desk at the ISA Assembly Registration at event venue. The credentials will be examined by the Credentials Committee that is foreseen to be appointed at the beginning of the session.


Accreditation


States in the process of accession to ISA (countries yet to ratify or sign the ISA Framework Agreement) and non-affiliated States (Partner Countries) are kindly requested to submit an official Note Verbale issued by their relevant ministry, informing the Interim Director General, ISA of the names and titles of their representatives constituting their delegation to the ISA Assembly, no later than 25 September 2018.

Observer Status


According to Article IX of the ISA Framework Agreement, Observer status may be granted by the Assembly to:
1. Applicants whose application for membership or partnership is pending
2. Any other organisation which can further the interest and objectives of the ISA

Signatories, applicants for membership, and other entities to whom Observer status may be granted should request the ISA Secretariat for consideration of the status on the agenda of the Assembly.

Applicants for Observer status need to apply for the First Assembly via the online Registration Form, which will be considered as a request to the first session of the Assembly to grant Observer status under Article IX of the ISA Framework Agreement. The Secretariat will transmit such requests to the President of the Assembly. Last date for Observer status requests is 25 September 2018.


Hospitality


Full hospitality (including return airfare, accommodation, all meals and local transportation) will be extended to the Minister plus one accompanying Designated Official from each LDC, SIDS and IORA Member Countries of the ISA only.

Air tickets will be arranged by Indian Missions in the respective eligible countries. Accommodation and local transport in India will be arranged by CII and event manager ICE. Details below.

Airfare


Return air travel will be provided for Hon’ble Ministers (Business Class) and one accompanying Designated Official (Economy Class) from LDC, SIDS and IORA Countries of the ISA through Indian Missions in their respective countries. Local Embassies of the aforesaid countries are requested to coordinate with Indian Missions.

  • The cost of accommodation and other services prior to or after the applicable dates for hospitality are the responsibility of individual delegates and will be required to be settled by each delegate on checkout from the hotel.
  • Non-sponsored / self-funded participants are requested to book directly with the hotel.

2. Other ISA Country Delegates

Delegates from ISA countries not falling in the SIDS, LDC and IORA categories are requested to make their own arrangements for stay in New Delhi and NCR. For assistance, a few rooms have been held at the designated hotels at special rates. While booking, please complete the reservation by referring to the title of the event and its specified dates. Any reservation made before after these dates will be subject to room availability and at own cost.

Local Transport


One courtesy chauffeur-driven sedan car will be provided to each Minister and accompanying Expert. One Security Officer will be provided to each Minister. Additional transport may be booked directly by delegations at their own cost. All main hotels provide reliable taxi services.

Delegates from ISA countries not falling in the SIDS, LDC and IORA categories are requested to make their own arrangements for boarding, lodging, airport reception and local transport etc. in New Delhi and NCR.

Visa Procedure


All visitors to India are required to possess a valid passport with validity of at least 6 (six) months from the date of entry into Indian Territory. For participants from countries with visa requirements, it is recommended that they obtain a valid visa (Conference Visa) before arrival. It is advisable to submit visa applications at the earliest to the relevant Indian Embassy / Consulate. Visa will be issued ‘gratis’.

Duly filled application must be submitted with two recent passport-size colour photographs, copy of flight itinerary or ticket, and a letter of nomination from the National Focal Point in the Foreign Ministry. It may be noted that Conference Visa cannot be applied as an online e-Visa. For visa-related inquiries, please visit the website of the respective Embassy/Consulate.

Delegates from countries that require a visa to enter the India and do not receive an entry visa upon arrival are requested to contact the India mission in their country or their Diplomatic Mission in India and apply for a visa in good time before travelling.

Security Screening


Please be advised that metal-detectors and x-ray equipment will be installed at all points of entry to the conference venue, and that all participants will be screened each time they enter the area. The Secretariat appreciates that these security measures may cause some inconvenience, but wishes to emphasise that they are taken for the security of all those attending the conference. Badges will be screened at all entrances to the meeting area. Please wear your badges visibly at all times. The Inaugural Ceremony will be a high security event with entry by invitation only.
